Dr. Charles Wheatley is a distinguished technology leader, inventor, and communications pioneer whose career has spanned more than six decades advancing wireless, satellite, and secure communications systems. With deep expertise in RF hardware, system architecture, standards development, and time and frequency technologies, he has contributed to some of the most influential communications innovations of the modern era.

From 1987 to 2024, Dr. Wheatley served as Senior Vice President of Technology at QUALCOMM, where he led and supported both government and commercial programs focused on advanced communications capabilities. His work helped shape the evolution of CDMA wireless mobile applications and included development efforts in anti-jam technologies, low probability of intercept (LPI) communications, and high-performance system design across a broad range of platforms.

Before joining QUALCOMM, Dr. Wheatley served as Technical Assistant Vice President at M/A-Com Linkabit, contributing to government communications initiatives including RF and system design for the Milstar program. Earlier in his career at Rockwell International, he worked on pioneering technologies including frequency hopping systems, GPS terminal design, and the development of a space-qualified Rubidium atomic frequency standard that supported the first GPS launch in 1978.

Dr. Wheatley earned a Bachelor of Science in Physics from the California Institute of Technology, a Master of Science in Electrical Engineering from the University of Southern California, and a PhD in Electrical Engineering from UCLA. He has been recognized as a QUALCOMM Distinguished Technical Fellow, named an IEEE Life Fellow, and honored as a “GPS Hero” for his foundational contributions to early GPS technology.
